How are ticket brokers able to sell 2008 MLB Allstar Game Tickets for next year already?

Do fans have the option of purchasing through MLB or do they have to buy through brokers like this?

2. Being from Green Bay, I can tell you first hand that they are able to do this because they have signed contracts with season ticket holders. So, the season ticket holder shows them proof of purchase and agrees to seel the tickets to the broker. Also, the broker themselves could have purchased season tickets.
