What web brokers offer short sale transactions?

I currently trade under Sharebuilder, however do not see any short options there.

1. In order to short, you must have a margin agreement on file at the least.
2. most of them do, E*Trade, Scottrade, and TD Ameritrade all allow this; but you have to have signed an agreement.
